Who can I talk to about , how to establishing a “dirt bike” single track riding area near the Altoona area.
I have been riding bikes for 52 years .

I did not make the first meeting of the Altoona Area OHM Club, but I believe that Jessica Hepner did.
First step is to attain ‘control of the property’ in the form of a long terms lease.
Then you as a non-profit (or can be for profit) organization can apply for a grant through the PA Recreation Trails Program (RTP).
This funding will allow you to develop trails, parking areas, site enhancements, access controls, camping areas, etc.
The DCNR is not allowing funding through RTP for Equipment at this time.
This Grant is an 80% Payout and your organization will need to finance the 20% balance, which can be cash match or a combination
of cash and in-kind services provided by the club.
If you also accommodate Registered ATVs to any extent (not or future), we can also talk about the possibility of chasing ATV Fund monies.
Those funds allow projects for Planning (feasibility studies, master plans); Development (Construction following Master Plan) and Equipment.
